TURKEY - International Day for Disaster Risk Reduction is celebrated every year with various events, following the one-day call made by the United Nations (UN) General Assembly on October 13, 1989, to promote global risk awareness and disaster reduction culture. This year's theme was determined as the relationship between disaster and income inequality by UNDRR (UN Office for Disaster Risk Reduction), which carries out the UN's activities within this framework. This theme started to be used in events around the world. In our country, as in the rest of the world, groups with a lower share of the income distribution are more affected by disasters. However, considering our country's geographical and seismological structure, climatic conditions and significant exposure to migration, all segments of our society are deeply affected by disasters.
The purpose of establishing the Disaster and Emergency Technologies Platform is to provide all kinds of technologies, technological goods and services that will be needed at all stages of the disaster cycle effectively and efficiently in order to prevent some events occurring by nature or man-made from turning into a disaster, or to minimize the loss of life and property in cases where it is inevitable that they will turn into a disaster. To acquire and develop it in such a way, if possible, with local and national means and resources. Another aim of our platform is to use the technological products developed not only to cope with disasters; To create direct economic added value by using it in other areas of life and, if possible, by exporting it abroad or providing import substitution.
For this purpose, we established the Turkey Disaster and Emergency Technologies Platform as the organisations named below and starter to grow very quickly.
Our platform currently has 55 participants, including universities, companies, non-governmental organizations and unions.
Disasters and emergencies that have recently been experienced in our country and around the world, which are extremely sad, cause great loss of life and property, and deeply affect the economy and social order, have revealed the fact that these issues should be handled with more sensitivity and focus than before. As a reflection of this, it has become necessary to prioritize disaster and emergency technologies or scientific and technological studies aiming at technological development on these issues, just like in information and defense technologies, compared to all other fields. Developing infrastructures on this subject, encouraging the business world to invest in this field, ensuring that academia prioritizes these areas, increasing cooperation and coordination between the public, private sector and universities, and developing incentive mechanisms and legislation that will support all these processes and increase their effectiveness are of great urgency and importance. It is necessary. While our platform prepares strategy proposals that should be followed on a national scale, which will direct the technology development efforts in this field in our country and ensure a healthy action plan, and shares its vision, knowledge and experiences with the relevant decision makers, it also plans to apply for cluster support to the Ministry of Industry and Technology.
