TURKEY - According to the Global Innovation Index published by the World Intellectual Property Organization, Turkey rose to 37th place in 2022. A new report on the R&D and innovation environment in Turkey, which is among 40 countries for the first time with a four-step progress, has been published. In the 2022 Turkey R&D and Innovation Report prepared by Ser Consultancy, which includes topics such as human resources, expenditures, production capacity, patent, utility model and design registrations, and innovation activities in R&D, data published in 2021 and before were analyzed. According to the report, it was determined that R&D expenditures in Turkey showed an increasing trend for 10 years, while the increase in 2021 was 49%.

Turkey has become the country with the highest increase in patent applications among OECD countries

Patent, publication, utility model and design registrations were also included under the title of R&D and innovation outputs among the topics mentioned in the report. In 2021, as in 2020, it was observed that the patent, utility model and design applications and registrations of entrepreneurs and business people residing in Turkey increased. Emphasizing that in 2021, domestic design applications increased by 41% compared to the previous year, the utility model registration rates increased by 119% compared to the previous year. Ömer Özdinç said, “The number of patent applications in countries such as France, Germany, Japan, UK and Canada has tended to decrease in recent years. On the other hand, when compared to OECD countries, Turkey is positioned as the country with the highest increase in patent applications with a rate of 111% compared to 10 years ago, with the exception of Colombia, which has recently joined the union and has a low number of patent applications. In patent efficiency per R&D personnel, there are 4 patent applications per 100 personnel. This data is at the same level as many European countries. On the other hand, there is a regular increase trend in the number of scientific publications per academician. The increase in registrations and applications is also reflected in commercial outputs. While there is a 33% increase in the total export amount of the manufacturing sector in Turkey in 2021 compared to the previous year, the 18% increase in high technology exports draws attention.”

The number of R&D personnel increased by 11% in 2021

National and international incentive statistics were analyzed in the 2022 Turkey R&D and Innovation Report. While the fact that KOSGEB's support for technology and knowledge-intensive sectors continues to increase, TÜBİTAK's support amounts increased by 28% and KOSGEB's by 45%. Stating that employment has increased in parallel with the incentives and supports, Ser Consultancy General Manager Dr. Ömer Özdinç concluded: “In employment data, we see that the number of R&D personnel increased by 11% in 2021, and the computer programming sector is the sector that has increased the number of employees the most in the last 10 years. We know that the highest increase in R&D workforce in 2021 is in the information and communication sector with 24%. While the number of companies in technoparks increased by 17% in 2021 compared to the previous year, we find that the contribution of technoparks to national employment exceeded 75 thousand. In today's competitive environment, the public and private sectors need to strengthen the aspects that need to be developed in cooperation in accordance with the realities of the country, and put into use the necessary tools to turn the strengths into useful outputs.
